Appreciate your observation. You have a valid point to make regarding cookies in US are made locally. That’s why when I made my first point , I said even if made locally the ingredients are sourced from elsewhere. For eg : Palm oil or Oats. In this globalised world, It is rare for a country to have all the ingredients locally. Moreover countries like Singapore or UAE have most of their finished food items imported from elsewhere. So it is applicable for those countries.
The big picture is the formation of the toxic compound acrylimide is a combination of type of ingredients and processing methods, which every manufacturer can have some control
